While Kerry blames Bush for high gas prices (which he voted to raise to the current levels via additional taxes) others are taking note of the hoops the refineries have to jump through due to regional Clean-air rules.

Back in 2000 when the gas prices soared over $2.20 a gallon between Indy and Chicago it was because refineries had to reformulate for yet another Clean-air rule passed under the Clinton Administration. Where was Kerry then?
